The ATK buff scales entirely off his Base ATK, meaning only his character level and weapon's Base ATK affect how strong the buff is — your artifact stats do not contribute to it at all.

Because of this, the build approach for Bennett is straightforward: equip him with a weapon that has the highest possible Base ATK, such as Mistsplitter Reforged or Aquila Favonia, to maximize the buff he provides to the team.
